The vice-minister of Territorial Governance stated that his sector follows up on the commitments of dialogue roundtables and the agreements made between the Government and the regions and municipalities.

 

Paúl Caiguaray Pérez, vice-minister of Territorial Governance of the Presidency of the Council of Ministers (PCM), affirmed that his office implements a new approach to move forward with mining projects that have not yet obtained social license. This was stated during his participation in the conference “Costs of delay in mining investment,” which is part of the conference series of Heading to PERUMIN.

He stated that the Stade is responsible for providing the necessary conditions for companies to be able to operate. In this sense, he said that the PCM is preparing an approach to prevent social conflicts so that the projects that still do not have a social license can acquire it without the process getting stuck.

Caiguaray stated that in the PCM there are hundreds of dialogue roundtables with S/ 22 billion in promises for the communities, which they are monitoring. He stressed that it is not only a matter of companies delivering infrastructure but also about development proposals that are sustainable over time.

“The PCM has the task of dialogue with the communities, civil society, authorities, and companies to regain trust and to review commitments. We must focus on a comprehensive work that generates competitiveness and a social approach,” he affirmed.

He also added that it is necessary to have sustainability in time at the budgetary level regarding the agreements reached by both the companies and the State, with communities. “We want to work on identified actions and not just to stay with ideas. We have to look for long-term solutions,” he considered.

Follow-up on commitments

In another point of the conference, the vice-minister pointed out that the PCM is working on changing the structure of the GOREs, to follow up on the commitments made between the Executive with the regions and municipalities. Caiguaray said there is a permanent follow-up to the agreements. "What does all this generate? Trust," he explained.

Finally, he urged the State to work hand in hand with companies to close the social gaps and to fulfill the various agreements reached with the communities in each region of the country.
