The President of PERUMIN 37 emphasized that the validity of the Comprehensive Mining Formalization Registry (Reinfo) should not be extended, as it has proven to be unsuccessful.
Jimena Sologuren, President of the PERUMIN 37 Mining Convention, addressed the challenges Peru faces in formalizing artisanal and small-scale mining (ASM). In an interview with Diálogos Mineros, a program by the Peruvian Institute of Mining Engineers (IIMP), she stressed that the validity of the Comprehensive Mining Formalization Registry (Reinfo) should not be extended, as it has failed to meet its objectives.
"Reinfo has not achieved the goal of formalizing artisanal mining. On the contrary, it has become a perverse incentive for non-formalization. Twelve years have passed since its implementation with the aim of achieving formalization, but it has completely failed. The purpose has not been met, and it is time for Reinfo to remain closed, respecting its expiration date this year," said Sologuren.
She also highlighted the need for a new law to enable the effective formalization of ASM. Recognizing the importance of small-scale mining, she acknowledged its contribution to the country’s mining sector and its role in boosting the economy.
"We have to acknowledge that artisanal mining is also a very important force for the country’s development. It provides significant employment opportunities and reaches many regions. Therefore, we cannot underestimate its importance. However, it is crucial for this activity to be carried out in accordance with regulations," she emphasized.
In this context, Sologuren referred to the proposed ASM Law, which, according to the executive branch, is being discussed at the level of the Presidency of the Council of Ministers (PCM) and is expected to be submitted to Congress soon.
"Let’s hope it will be submitted to Congress as soon as possible because it is true: we need a law that facilitates the formalization of small-scale and artisanal miners while ensuring proper oversight of their activities," she reiterated.
