To conduct an analysis based on territorial development—an approach proposed by the mining industry for closing social gaps in Peru—the 2032 Moquegua Concerted Regional Plan was presented as an experience. The plan was approved in December 2022, after a year and a half of joint work between the International Finance Corporation, through the “Moquegua Crece” program, and Universidad del Pacífico, under the leadership of the Regional Government of Moquegua.
“Moquegua Crece” was legally established in November 2022 as a non-profit organization. Yet, in recent years we have been working on initiatives around three main axes: institutional strengthening; development of value chains; and sustainable use of natural renewable resources, specifically water," said Carla Toledo, Operations Officer at the International Finance Corporation (IFC).
During her participation in the first day of Rumbo a PERUMIN "Territorial Development: A Challenge to Closing Social Gaps", Toledo highlighted the importance of institutional strengthening and stakeholder engagement to establish a shared vision at the territorial level that allows for long-term development.
"The 2032 Concerted Regional Development Plan has been achieved in the three phases required by CEPLAN. We believe that this development plan provides a roadmap and aids building that shared vision. It has been a very positive alliance where we have helped complement those efforts," she said.
According to Carla Toledo's presentation, the "Moquegua Crece" program, which is also conducted in collaboration with Anglo American and the Mitsubishi Corporation, has an integrated approach to address institutional strengthening based on specific diagnoses; therefore, it addresses planning, management, dissemination and monitoring.
"One of our initiatives is "Moquegua Crece por un buen gobierno" (Moquegua Grows due to Good Governing) with the purpose of strengthening capacities so that public resources are managed efficiently. This way, we ensure that the cycle continues, and the provision of services can take place," explained Toledo.
Thus, this initiative, now a non-profit association, seeks to help establish common objectives and train better informed leaders who engage in citizen participation, starting with the identification of the territory and, on this basis, guide its development.
