CEPLAN and the mining sector will join forces to accelerate the implementation of control panels to measure the monthly progress of the physical and financial implementation in the provincial and district municipalities, announced chair of the governing board of CEPLAN, Gioffani Peirano, at the event Rumbo a PERUMIN “Territorial Development: A Challenge to Closing Social Gaps.”

According to the specialist, this traffic light tool will have a scoring system to measure compliance, with three levels: low or red (0-49.99), medium or amber (50-89.99), and high or green (90 or more). This will allow authorities to focus on the objectives that will lead to territorial development in their jurisdiction.

“What is red will call for immediate action; what is amber should be managed; and, as for what is green, political marketing must be done for the current government administration in order to build governability and governance. In this sense, we have the capacity to provide this control panel to all sectors and authorities,” he underscored.

He even mentioned that sub-national governments in the south macroregion, for example in Apurímac and Moquegua, can begin to use this strategic measurement tool as of February of this year, and get the first results in six months. This will help build better governability around control and gap closing.

“The modernization and interoperability of the control panel offer a symmetrical service to all authorities and beneficiaries; there will be no discretion or conceptualization. This instrument will simply give us the chance to articulate capacities, regardless of our location, whether it is at a local, regional or national level,” he said.

On the other hand, Gioffani Peirano mentioned that, although Peru stands out thanks to its macro-economic component (prolific international reserves, reduced public debt and fiscal deficit, and inflation under control), the country’s problem lies in the incapacity of its rulers to adequately use the abundant public resources year after year.

In this sense, he criticized the fact that the design and approval of public policies must first go through eleven administrative systems, such as planning, budget, investment, supply, and treasury. These systems do not interoperate, are not predictable, work on autopilot, and do not lean on modern technologies to proceed expeditiously.

“Neither do we have a public career or political career. So, if we lack the human resources, which is the independent variable that will bring about the consequences of the solutions to achieve gap closing, we will not find solutions in the short, medium, or long term. We are coordinating with officials who change every four years,” he questioned.
